The Alameda County Waste Management Authority and Source Reduction and Recycling Boards have long recognized organics recycling infrastructure / composting capacity as a critical component of sustainable organic diversion programs in Alameda County and confirmed this approach in the County Recycling Plan. The need for an in-county composting facility has never been stronger, as Alameda County jurisdictions initiate and expand the collection programs for commingled yard trimmings and food scraps.
In July 2006, the Authority Board initiated a new process to identify locations suitable for in-county composting. The Board, through work sessions, is considering options for securing the necessary organics processing capacity.

- The Board will meet on July 18th at 3:00 pm at 1537 Webster St. Oakland. Staff is recommending action on the Compost Facility Development Project.

- In the month of June staff met with Louie Pellegrini of the Delta Compost Proposal and received the following information.
- The Board met in Livermore and held a public work session. Jone 2007 staff report
- Waste Management of Alameda County did not attend the Livermore meeting but submitted this letter.

- There was no Board action on Compost Facility Development Project.
April 2007
- The Programs and Planning Committee of the WMA Board met on April 11 to discuss the evaluation of the Compost Facility Development proposals.
- The WMA Board met in April to consider the Programs and Planning Committee recommendation regarding the Compost Facility Development Project.
March 2007
- The March Programs Committee Memo reviewed the February committee action and discussed options available to the committee for moving forward. Attachments to the March memo included the Proposal Summaries, Criteria Sheet developed by the Committee and the List of Questions the committee submitted to the proposers in February.

December 2006
The Staff Report to the Authority Board meeting for December 2006 listed the proposers that responded to their request for identification of site for processing Alameda County organics. The Board also received a presentation from Dr Stuart Buckner, a nationally recognized expert in the field of composting.

- The November Staff Report to the Authority Board updated the Board on progress on the Compost Facility Development Project. The memo included a Table of Organics Generation from Alameda County Jurisdictions and the area required to process that material, a Letter from Karen Smith, Executive Director to County Counsel Richard Winnie regarding the question that was posed by the board regarding the siting of composting activities in unincorporated part of Alameda County. and the response Letter from County Counsel. The memo also included letters identifying potential sites for composting Alameda County organics.
