About ACWMA

The Alameda County Waste Management Authority (ACWMA) is a public agency established in 1976 through a Joint Exercise of Powers Agreement among the County of Alameda, the fourteen cities within the county, and two sanitary districts that provide refuse and recycling collection services. The Authority operates with a seventeen-member board comprised of elected officials appointed by each member agency.


Mission and Responsibilities

The Authority is responsible for:

  • Preparation of the Alameda County Integrated Waste Management Plan
  • Development of the Alameda County Hazardous Waste Management Plan
  • Managing a long-range program for solid waste facilities development
  • Offering programs in source reduction and recycling
  • Market development initiatives
  • Technical assistance and public education

Funding for these activities is provided through per-ton disposal and waste import mitigation fees.


Board Meetings

Board meetings are typically held at 1537 Webster Street, Oakland, at 3:00 p.m. on the fourth Wednesday of each month. For specific meeting dates and any schedule changes, please consult the board meeting calendar.
