
Effective school recycling and composting programs require both social infrastructure—the people and policies to start your program—and physical infrastructure—the materials to implement and maintain it. StopWaste provides support for both.
SB 1383 Collection Requirements
To help reduce harmful greenhouse gas emissions that contribute to climate change, California's organic waste reduction law (SB 1383) requires schools and district facilities to:
- Subscribe to services — Compost and recycling collection alongside garbage
- Provide bins — Color-coded, labeled containers in all waste-generating areas (not required in restrooms)
- Educate and sort correctly — Train students and staff on proper material separation and check periodically for proper sorting
- Recover edible food — Establish donation agreements with food recovery organizations and keep records of food donation
For California public schools, the new state law is implemented and enforced by CalRecycle, in partnership with StopWaste, local haulers, and the Alameda County Environmental Health Department. Learn more about SB 1383 Requirements.
Private schools are considered a business and are eligible for StopWaste ORRO assistance.
