About the Energy Council
The Energy Council was formed in spring 2013 as a Joint Powers Agency to seek funding on behalf of its member agencies to develop and implement programs and policies that reduce energy demand, increase energy efficiency, advance the use of clean, efficient and renewable resources, and help create climate resilient communities. The Energy Council assists its members in strengthening staff capacity, providing technical expertise, and securing funds to implement local sustainable energy strategies.
Program Priorities Through 2027
The Energy Council advances energy efficiency and a clean energy transition through:
- Regional Partnerships: Partnering with the Bay Area Regional Energy Network to promote building efficiency and electrification and engage in energy supply issues
- Multifamily Building Program: Leading the Bay Area Multifamily Building Enhancements program, which provides technical assistance and incentives to property owners
- Professional Training: Training real estate professionals and transitioning the Home Energy Score program, which rates a home's energy efficiency, from a regional to a statewide program
- Codes & Standards: Facilitating member agency participation in Codes & Standards trainings and technical assistance programs for public buildings
- Community Partnerships: Building partnerships with community-based organizations to promote building upgrades and create workforce development opportunities in clean energy
Member Agencies
All fifteen jurisdictions in Alameda County serve on the Board of the Energy Council, including the County of Alameda and the Cities of Alameda, Albany, Berkeley, Dublin, Emeryville, Fremont, Hayward, Livermore, Newark, Oakland, Piedmont, Pleasanton, San Leandro, and Union City. Cities and counties outside of Alameda County are also eligible to join if approved by the Council's Board. A Technical Advisory Group made up of staff from participating agencies helps with project coordination and implementation.
Meeting Schedule
Board meetings are typically held at 1537 Webster Street, Oakland, at 3:00 p.m. on the fourth Wednesday of each month. For specific meeting dates and any schedule changes, please consult the board meeting calendar.
