The Fiscal Year 2026 budget totals $37.99 million, covering operations for the Alameda County Waste Management Authority, Recycling Board, and Energy Council. Discretionary funding—similar to a city's general fund—totals $12.7 million and supports programs over which the boards have direct control. The remaining budget consists of externally funded projects, pass-through disbursements to member agencies, and the Household Hazardous Waste program.

This balanced budget maintains current service levels while strategically drawing on fund balances to continue advancing waste reduction goals.


Total Annual Revenue ($34.6 million)

Discretionary Revenue — $10.7 million

This funding comes mostly from surcharges on solid waste disposed in Alameda County landfills. Similar to a city's general fund in that our Boards have the most discretion over how these resources are allocated.

Grant & Contracts Revenue (Externally Funded) — $11.1 million

These funds, from federal, state, and regional grants, are a primary source of funding for the Agency's energy efficiency and clean energy transition programs.

Household Hazardous Waste Program — $7.5 million

Funding for HHW facility operation and administration comes from landfill tipping fees and a fee collected via property tax bills.

Non-Discretionary Revenue (Pass Through) — $5.3 million

This category reflects funds that the Agency distributes directly to member agencies to advance waste prevention and recycling programs.
