Citation Process
The Alameda County Waste Management Authority issues administrative citations to businesses violating the Reusable Bag Ordinance after at least two official notices have been mailed to the business.
Citations are issued for:
- Distributing single-use plastic bags
- Failing to charge the minimum $0.10 for paper or reusable bags
- Not itemizing bag charges on receipts
- Distributing non-compliant bags
Fine Structure
Fines escalate for repeat offenses within one year:

Payment Options
Payment must be made within 30 calendar days of receiving the administrative citation.
Pay Online
Pay through the Citation Processing Center at the website provided on your citation.
- A $3.50 processing fee applies
Pay by Mail
Send a check payable to ACWMA to:

Include your citation number on the check.
Appeal Process
If you believe the citation was issued in error, you may appeal within 30 calendar days.
To File an Appeal:
- Complete the Request for Appeal form (included with your citation or available upon request)
- Submit the full fine amount as a bond along with your appeal
- Mail to the address on your citation
Appeal Outcomes:
- If your appeal succeeds: Your bond is returned in full
- If your appeal is unsuccessful: Your bond is forfeited and applied as payment
Avoid Future Citations
To prevent additional citations:
- Stop distributing single-use bags immediately
- Source compliant paper or reusable bags
- Update POS to charge and itemize minimum 10-cent fee
- Train all staff on requirements
