State law SB 1383 requires certain Commercial Edible Food Generators to hold a written agreement with food recovery organizations and/or services (FRO/FRS) that will recover (accept donations of) their surplus edible food. Sites covered under the law that choose not to enter into such agreements must use this form to document their practices that result in no edible surplus food generated, and/or alternative surplus food donation methods. This tools calculates the procurement target for Alameda County jurisdictions using the adjusted per capita target approved by CalRecycle in March 2025. This tool also tracks procurement of new materials and investments to assist with procurement planning.

This tool allows jurisdictions to input local data from their waste characterization study and other waste streams as well as population to estimate a local per capita procurement target (tons per person).

This model language is intended to be used by jurisdictions to develop an ordinance or other enforceable mechanism for mulch, local mulch, community compost, vermicompost, and mushroom compost procured in compliance with SB 1383 regulations or AB 2346.
