StopWaste provides a comprehensive toolkit to help jurisdictions, landscape professionals, and property owners implement the Water Efficient Landscape Ordinance (WELO). The WELO Toolkit includes model checklists for compliance review, a water budget/water use calculator, a permit counter brochure, and implementation guides for local jurisdictions.

WELO Tool Kit

The Water Efficient Landscape Ordinance is a statewide water conservation law for new and renovated landscapes that meet a certain size threshold. StopWaste has developed a WELO Tool Kit to help its member agencies implement the ordinance. The Tool Kit consists of model checklists, a water budget/water use calculator, and a permit counter brochure. Public agencies can use these materials as is or modify them to meet local requirements.

Trainings

Materials from StopWaste's WELO Enforcement Training webinar are available for download. These resources support local jurisdiction staff responsible for WELO plan review and enforcement.

This specification is intended to be used in new landscape construction and includes sections on submittals, quality assurance, products, execution, and maintenance period using compost and mulch in a variety of different applications, such as sheet mulching for weed control and amending existing soil.
